The Action Plan for Green and Digital Jobs was adopted by Government of the Netherlands in 2023.

The Action pPlan contains measures and actions that employers will use to reduce shortages over the
next 10 years.

The Action Plan contains measures to address the tightness of the labour market in sectors with jobs that are important for the climate and digital transition:

1. Increase intake in science and technology education; 2. Maintaining and increasing the intake in the STEM labor market; 3. Labor productivity growth; 4. Strengthen governance and combat fragmentation.

In the spring of 2022, the Dutch government announced the introduction of the Green and Digital Jobs Action Plan as a complement to the generic policy addressing labor market shortages. In parallel, there is a significant number of investment programs from the Nationaal Groeifonds Fund and the Europese Unie focused on the energy transition or its components. This raised the question for the Energy Top Sector: How can we effectively manage these programs collectively? This prompted an exploration of a cohesive approach.
