1. Scope
In line with the digital skilling, upskilling and reskilling mandates, the eSkills Malta Foundation would like to receive quotations for the setting up of Training Programmes to be included in our Digital Skills Bootcamps & Events 2024 for the following target groups:
a) Teachers, Educators and Trainers in the Maltese Society
eSkills Malta Foundation has been entrusted with several mandates relating to skilling, upskilling and reskilling. The Foundation has the overall objective to increase digital skills in Malta. In line with this objective, the Foundation will be offering Training Programmes for specific closed groups or open to the public.
The sessions may take the form of physical (in-person), online or hybrid. Prospective Training Providers may choose to quote for any number of courses for one or more target groups mentioned above. Each course will address one of the themes described in the next clause.
The Digital Bootcamp will run from the date of the contract’s signature until the 30th of November 2024.
2. Themes Overview
The Service Providers are expected to address one of the following themes with the offers for the Training Programmes.
All Training Programmes must incorporate an introductory session on artificial intelligence (AI) or incorporate AI in the Training Programme.
1. Upskilling Teachers
To familiarise or coach teachers, educators and trainers to increase their proficiency in the use of digital tools, especially Artificial Intelligence, for teaching.
2. Multimedia Creation
To train teachers, educators and trainers how to create multimedia content such as presentations, videos, podcasts and interactive materials to engage students
3. Coding and Computational Thinking
To provide teachers, educators and trainers with basic understanding of coding concepts and computational thinking to incorporate computer science principles in the curriculum.
4. Gamification and Game-Based Learning
To train teachers, educators and trainers how to incorporate game elements and game-based learning strategies to make learning more engaging and interactive.
Your response to this CFQ should be valid for at least 60 days. Submissions can be sent via the above Google Form or sent electronically to info.eskills@gov.mt by the 4th April 2024, end of the business day (5 pm). Late applications will be disqualified. Training Providers may request clarifications by emailing the same email address by 26th of March 2024. These and related responses shall be made public on the same CFQ website.
Clarifications
Clarification 01
If we decide to carry out all 4 sessions indicated in the call, does it mean that the maximum we can charge is 5,000 + VAT? Our intention is to do them all, but we weren’t sure which budget we had to adhere to (in the previous point, it says that we can charge 2500+VAT).
We have issued the below 4 CFQs. The maximum cost per Training Course is €2,500 (exclusive of VAT) and maximum amount per CFQ can be €5,000.

Please refer to the Clauses 6.1i and 6.1j- The number of Training Programmes a Training Provider may offer is unlimited. However, the cost of each Training Programme cannot exceed a maximum of €2,500, exclusive of VAT.
j) Each Training Provider may be awarded up to a total of €5,000 worth of Training Programmes exclusive of VAT but inclusive of any cost or other taxes.
Clarification 02
You also indicate that we should specify the cost per participant however if, for example, we were to offer a course at 1,250 euros for a minimum of 25 people, with a cost of 50 euros per participant, then what happens if the sign ups become more than 25, seeing that total would go beyond the 1,250 euros indicated?
The amount per person is only relevant if the maximum number of participants is not met and thus the amount paid is pro-rata as per Clause 6.1c in CFQ document: Should the number of successful participants be less than 70% of the minimum number of participants quoted, the Foundation shall calculate the cost of the Training Programme on a pro-rata basis. Training Providers are advised to use their method to tackle “no-shows”.
If the number of participants is more than 25, the price remains as quoted. Please refer to Clause 6.1e in the CFQ document – The Foundation reserves the right to award providers who reach more participants at no additional costs while maintaining course quality.
Clarification 03
We understand that advertising is borne by us and will also be shown on your online platforms. Could we know where else these courses will be advertised?
– These courses will be promoted on our social media platforms (Facebook, LinkedIn and Twitter)
Clarification 04
Just for clarification, are the courses only offered to Maltese residents or can we offer them worldwide? We intend to carry out the course totally online.
– While Training Programmes can be organised online, Maltese residents are given priority, since these are being paid by national funds. Please refer to Clause 6g: The scope of Bootcamps and Events 2024 is to increase basic or advanced digital skills for residents in Malta. In this respect, Maltese residents will be given priority for the organised Training Programmes. The applicants’ residence must be specified in the application form.
Clarification 05
In addition, who deals with the enrollments? Do they do it with us or directly with you?
– The respective Training Provider takes care of the enrolment process and must ensure that the applicants are Maltese residents.
Clarification 06
Is the payment of the course delivery made at the end of the course or at the beginning?
– Payments are done by December 2024, once training programmes are concluded. Please Refer to Clause 6.1l: l) For the Foundation to process payments for training programs, the Training Providers must present the appropriate evidence of attendance for the respective training program. Should online delivery of the course be chosen, then it is the responsibility of the Training Providers to use the appropriate online platform to be able to produce the required digital attendance record.

I know the amount should not exceed 5000, and the aim is to reach out to as many students as possible. Can you confirm if the amount is per CFQ or the total for all CFQs submitted by each applicant?
Amounts are per CFQ. Please refer to Clauses 6.1 i and j of each CFQ respectively:
i) The number of Training Programmes a Training Provider may offer is unlimited. However, the cost of each Training Programme cannot exceed a maximum of €2,500, exclusive of VAT.
ii) Each Training Provider may be awarded up to a total of €5,000 worth of Training Programmes exclusive of VAT but inclusive of any cost or other taxes.

Teachers, Educators & Trainers: Can this proposed BootCamp be a teacher-in-service program that includes a practical approach to AI, Computational thinking, and how to use our resources for call room activities such as lesson plans, etc.?
