The aim of this call for tenders is to provide the European Commission and other participating entities with external support to design and deliver training services. The focus is on essential and advanced digital skills, along with project management skills, for all statutory staff across three specified areas.
Areas
Tenders may be submitted for any of the following lots:
Lot 1: Providing essential digital skills training for EU staff through various delivery formats (online, on-site, hybrid, blended).
Lot 2: Enhancing advanced digital skills and data management training through specialized tool and platform training essential for fulfilling the EU Institutions’ strategic objectives.
Lot 3: Developing digital skills related to project management, service management, enterprise architecture, and business process management.
Eligibility Criteria
Selection Criteria:

Entities must be free of any legal issues that could prevent them from fulfilling their obligations under the contract.

Tenderers must demonstrate an average yearly turnover of at least EUR 2 million over the past three financial years.

Entities performing the contracted tasks must demonstrate relevant technical expertise and professional capability.
Award Criteria:

Price (30%): Evaluated based on total quoted price, aiming for the best price-quality ratio.

Quality (70%): Assessed on criteria such as the completeness, risk management, and efficiency of the proposed process management plan.
