Syllabus, a training platform dedicated to the human capital of PAs to develop skills and strengthen administrations, launches the first training program on the topic of open administration, using the contents of the MOOCs created to promote the implementation of open government policies in Italy. As part of the project ‘OpenGov: methods and tools for open administration”, 4 MOOCs have been realised, dedicated to the following main themes of open government: digital practices of participation, open data, accountability and quality of digital services. The contents of the MOOC “Digital Participation Practices for the Open Government” are now valued and usable on Syllabus as part of the overall strategy pursued by the Department of Public Function to promote, in training, the skills necessary to implement the open government policy, which is still insufficiently widespread at national level. Syllabus, in the wider context of the Administrative Transition, will continue to integrate content related to the knowledge and skills required in line with the principles of open governance, both by making use of the MOOCs already made, and by producing new ad hoc content. The potential offered by Syllabus is evident, also through the reuse of multimedia content and training tools whose effectiveness has already been tested, in providing public administrations at national level with support for the dissemination of skills in line with the strategic objectives contained in the agendas of the main international forums. In areas such as the Open Government Partnership, with the new Strategy 2023-2028, the OECD, the Reinforcing Democracy initiative, and the S4D (Summit For Democracy), open government policies are at the heart of reflections on initiatives to address the problems of reducing citizens’ trust in governments and weakening democracies around the world.
