Joseph Seychell

Joseph Seychell joined the Malta Communications Authority (‘MCA’) in 2016. He is Chief Officer, ICT & Digital Services. Amongst others, he is responsible for the national implementation of several technology-oriented regulations and directives. These include the eCommerce Directive, the Regulation on Electronic Identification, Authentication and Trust Services (‘eIDAS’) and the Directive on making the websites and mobile apps of public sector bodies more accessible. Joseph also manages a team of IT professionals who handle the day-to-day administration of the Authority’s IT systems providing the MCA with the supporting technologies needed to carry out its regulatory mandate.

Chris Porter

Prof Chris Porter

The workshop will be delivered by Prof. Chris Porter, an IAAP-certified Web Accessibility Specialist (WAS) and Associate Professor in the Faculty of ICT at the University of Malta (UM). He holds a PhD in Computer Science from University College London (UCL) and leads the Human-Computer Interaction Lab at UM. His research explores web accessibility, assistive technologies, and software engineering, with a focus on making technology work for humans.

Joseph Vella

Joseph Vella is a visually impaired individual with extensive experience in the IT sector. He has worked as an IT specialist with various organisations, including the University of Malta’s IT Services. Joseph has also worked in the field of IT accessibility, working with organizations to enhance their digital accessibility through comprehensive testing, reporting, and consultation to meet accessibility standards and create more inclusive digital experiences.
