Promoting digital innovation

With more than 200 participants – representatives of public administration bodies, members of the Digital Transformation Network of Greece – the online information event ‘Digital Innovation Hub in Action – From needs to solutions’ organised by the National Coalition for Digital Skills and Employment and the Digital Strategy Directorate of the Ministry of Digital Governance took place on Friday, 18 July 2025. The event aimed to inform about the European Digital Innovation Hub for Digital Governance – GR digiGOV-innoHUB, its services to public administration bodies, as well as the actions and operation of the National Alliance.

Participants were informed about:

  • the new European institutional framework for digital innovation in the public sector (InteroperableEurope Act),
  • the services offered by the digiGOV-innoHUB Hub,
  • and specific innovative digital solutions from technology companies working with the Hub.

The GR digiGOV-innoHUB Hub acts as a bridge between Public Administration and innovation, offering operators access to technologies such as Artificial Intelligence, Blockchain, inclusiveness tools and decision support.

Services to public administration bodies:

  • Digital maturity assessment and design of transformative actions tailored to the needs of each organisation.
  • Pilot applications in areas such as water resources management, environmental protection, sustainable tourism development and waste management.
  • Free education and training programs for the staff of the institutions.
  • Networking and collaborations with other public and private bodies, at national and European level.

Digital solutions presentations:

  • AI Chatbots by SmartRep: An advanced solution that integrates into digital channels of organizations (website, Viber, WhatsApp) and leverages Artificial Intelligence for direct and accurate communication with citizens.
  • Digital Assistant from Insane (University of the Aegean spin-off): Solution aiming at the accessibility and strengthening of the relationship between the citizen and the public administration through emotional analysis tools and natural language for the Greek language. It is based on open source software and focuses on participatory service design.

A discussion and exchange of views on the proposed solutions followed.

National Alliance for Digital Skills and Jobs

The event presented the actions and objectives of the National Alliance, ways of information (website, social networks, newsletter), cooperation with the European platform Digital Skills & Jobs, as well as important training opportunities through partnerships with providers such as Oracle and Microsoft. Emphasis was placed on the use of the DigComp standard in programme design, as well as on participation in the European Digital Skills Awards.

The presentation was made by Mr Thomas Sioutis, Deputy Head of the Department of Digital Economy, Investment and Digital Skills of the Ministry of Digital Governance and member of the Steering Group of the National Coalition.

Greetings & Participations

The event was welcomed by:

Mr Antonis Stasis, Head of the Directorate-General for Digital Governance of the Ministry of Digital Governance, who analysed the new European institutional framework for innovation;

and Ms Evgenia Lokana, Head of the Directorate for Digital Transformation and Digital Competences of GRNET.

The event concluded with the statement of the Secretary-General for Information Systems and Digital Governance, Mr Demosthenes Anagnostopoulos, who underlined the need for every digital transformation action to produce measurable, tangible and meaningful results.

The event was coordinated by Ms Ioanna Sakellaridou and supported by Ms Emmi Androulaki, officials of the Digital Strategy Directorate and members of the Steering Group of the National Alliance.


Main conclusions:

  • European Policy & Innovation: New requirements for adoption of technologies and collaborations with SMEs, startups and academic institutions.
  • 7 National Innovation Hubs: GR digiGOV-innoHUB is the only one exclusively targeting the Public Administration.
  • Training & Skills: Support through free programmes and European partnerships.
  • AI & Pilot Applications: E.g. automated check of contract occupancy in the Cadastre.
  • Marketplace: Coupling platform of needs and solutions, with the ability to test projects up to 150.000€.
  • Participation procedure: Integration through simple form and co-configuration workshops.
  • Assessment: Digital maturity and social impact indicators ensure added value.
