The report titled A Cities Guide to Reskilling the Local Workforce” was developed within the European Commission’s Intelligent Cities Challenge and provides a strategic framework for cities to equip their workforces with the skills needed for a green and digital future. As cities face increasing pressure to meet sustainability goals and adapt to technological change, the guide addresses the widespread issue of skills mismatches that hinder economic growth, job creation, and social inclusion. It acknowledges cities as key actors in reskilling efforts that support local economies and improve citizen wellbeing.

The guide presents a flexible five-phase approach to designing and implementing reskilling initiatives; this includes building a local ecosystem of stakeholders, identifying future skills needs through data and employer engagement, designing targeted solutions, implementing programs that lead to employment, and monitoring results using key performance indicators. The report emphasizes that these phases are not linear and should be adapted to each city’s unique context and needs as part of holistic policies to ensure institutional collaboration

Additionally, the guide provides information into funding opportunities from EU, national, regional, and private sources, mentioning that non-financial contributions can also play a crucial role. An appendix of case studies from cities across Europe offers practical examples of successful reskilling efforts. Ultimately, the guide serves as a comprehensive resource for cities to close skill gaps, foster innovation, and promote inclusive, sustainable urban development.
