This report from the European Commission examines how public employment services can help people navigate changing labour markets shaped by digitalisation, the green transition and demographic shifts. It argues that lifelong career guidance should support individuals throughout their working lives, helping them make informed career decisions, develop skills and adapt to changing employment opportunities.
The report identifies differences in guidance provision across EU Member States, including fragmented services and unequal access. Public employment services are increasingly combining digital tools, personalised counselling and labour market information. Seven case studies from Belgium (Wallonia), Czechia, Estonia, France, Germany, Lithuania and Sweden illustrate innovative approaches to skills assessment, career exploration, green and digital skills development, and workforce planning.
The report recommends making lifelong career guidance more accessible, personalised and integrated into public employment services. Priorities include strengthening counsellors’ skills, expanding digital and blended services, improving collaboration with employers and education providers, and using labour market intelligence responsibly. It also calls for better evaluation of outcomes to strengthen employability, social inclusion and career resilience, while acknowledging the challenges of measuring long-term impact.
