DG Research and Innovation of the European Commission has just launched a survey on the EU Blueprint for IP licensing and spinoff creation, a key deliverable of the EU Startup and Scaleup Strategy that is planned for adoption in the second half of 2026.

This Blueprint will facilitate commercialisation of publicly funded research results by providing universities and public research organisations with practical guidance on:

  • Licensing academic IP to third parties
  • Royalty and revenue sharing
  • Equity participation in academic spinoffs
  • Incentives for researchers
  • And more

The survey aims to collect views on a discussion paper – developed on the basis of stakeholder workshops and the findings of independent expert reports – that will propose key elements of the EU Blueprint.

The input collected will be crucial to help finalise this Commission guidance. Stakeholders interested in helping shape the EU Blueprint (universities and PROs, tech transfer professionals, researchers and founders, innovative companies, investors, public authorities) are invited to access the discussion paper and share their views here.

The survey will be open until 16 August 2026.
