The Landesmedienanstalt Saarland (LMS) is a public law institution and one of a total of 14 state media institutions in Germany. As an independent media supervisory authority, it assumes tasks arising from legal principles such as the Media State Treaty, the Youth Media Protection State Treaty and the Saarland Media Act.
One of the central tasks of the LMS is to ensure the diversity of opinions in the programmes of private broadcasters. In addition, it monitors compliance with legal requirements, for example in the area of youth media protection, advertising and due diligence in broadcasting, Internet and social media services. It is also responsible for the allocation of broadcasting capacity and the authorisation of private providers.
Another focus is on promoting Saarland as a media location. The LMS initiates and accompanies projects, organizes events and supports the education and training of professionals in the media sector. In addition, it imparts knowledge for an active and reflective handling of media and is aimed at different target groups. In addition, she analyses developments in the media sector through studies and advises on political decision-making processes.
The organization of the LMS includes the volunteer media council and the director with the administration. In total, the LMS employs around 29 internal employees, supplemented by interns, trainees and part-time employees.
The LMS is mainly financed by means of the broadcasting contribution. The basis is the State Treaty on Broadcasting Financing, which allocates a fixed share of the contribution volume to the state media institutions.
