Malta Digital Skills and Jobs Platform (LISP)

The innovative €6.8 million digital empowerment programme aims to boost the digital skills of vulnerable social groups, as it is expected to benefit 3,600 citizens over 65 and 2,800 citizens with disabilities, giving them the necessary tools for digital autonomy, social participation and inclusion.

The ‘Pilot Programme for the Digital Empowerment of Elderly and People with Disabilities’ is being implemented in the framework of the ‘SUB2’ project. Digital education and empowerment of older people and persons with disabilities’,which has been integrated into the Recovery and Resilience Fund. This is a programme of the Ministry of Social Cohesion and the Family, implemented by the National Network of Infrastructures for Research and Technology (EDYTE), a supervised body of the Ministry of Digital Governance and the Institute of the National Confederation of People with Disabilities and Chronic Diseases (INESAMA).

The main objective of the program is education and digital empowerment in order to:

  • promote their independent living and enhance their independent living from their supportive environment;
  • to contribute to the removal of social exclusion, to prevent social exclusion and marginalisation and to promote their social inclusion;
  • combat technophobia and promote psychological and counselling support and digital literacy for older people and persons with disabilities by acquiring digital competences of at least a basic level.

The aim of the programme is to educate, familiarise and empower older people and people with disabilities in new technologies, mainly in digital communication and skills based on the internet and social media, such as:

Indicatively, the program includes educational and support activities related to:

  • communication through digital applications;
  • making electronic payments;
  • the use of digital applications of gov.gr,
  • the use of social media.

Educational and supportive digital education and empowerment actions include:

  • educational content tailored to the needs and level of the beneficiaries,
  • videos using avatar, animations and lesson simulations for more attractive learning,
  • interactive exercises tailored to the educational level of the participants, for a better understanding,
  • interactive games that combine learning and entertainment promoting creative education.

Programme structure

The educational content and supporting actions are based on the European Digital Competence Framework (DigComp) covering the following topics:

  • Information and data literacy
  • Communication and cooperation
  • Creating digital content
  • Security
  • Problem-solving

Potential beneficiaries of the programme are:

  1. Elderly, from 65 years of age onwards.
  2. Persons with disabilities, with a disability rate equal to or greater than 50%.

The project will be implemented through 3 main actions:

  1. Educational activities for the elderly

Implementation in 120 Digital Elderly Empowerment Hubs that will operate in Municipalities (Open Protection Centers for the Elderly (K.A.P.I.), Friendship Clubs, Friendship Centers for the Elderly (K.F.I.), Day Care Centers for the Elderly (K.I.F.I.) throughout the country.

  1. Educational activities for people with disabilities

Implementation in 80 Digital Empowerment Hubs for Persons with Disabilities that will operate in appropriate structures of the Institute of the National Confederation of Persons with Disabilities (ESAmeA), in premises of the ESAmeA and its branches, organisations of persons with disabilities or chronic diseases and their families, which are bodies that are members of the ESAmeA and their members, in premises of the Day Care Centres for persons with disabilities (KDIF) as well as in facilities of certified disability bodies.

  1. Development and digitisation of educational material

Development of appropriate educational material which will then be digitized and uploaded to the National Academy of Digital Competences in order to be available both to the beneficiaries of the program and to all citizens.

The 200 Digital Empowerment Hubs will be equipped with appropriate electronic equipment for their operation (Laptop, Tablet, Projectors, Display Screens and Multifunctional Machines) and will be supported by an appropriate IT system.

The Call is addressed to first-degree local authorities and the National Confederation of Persons with Disabilities (ESAmeA), its member organisations, their member organisations and bodies certified to provide services to persons with disabilities.

The closing date for electronic submission of applications to the Information System (https://empower.gov.gr/) is 15/09/2025.
